Boone County Emergency Management to conduct mass casualty exercise in Burlington Monday


On Monday, Sept. 21, at approximately 9:30 a.m. there will be a full-scale regional mass casualty exercise conducted at the First Church of Christ located at 6080 Camp Ernst Road in Burlington,which is expected to last approximately three hours.

KY_BooneCty_Trailer_MassCasualty_SmThe exercise is designed to improve the capabilities of the public safety agencies of Boone County relating to the response of and recovery from an active shooter/mass casualty incident occurring within a public assembly occupancy.

The plans, procedures, guidelines, equipment and training of personnel can be tested under simulated conditions prior to an actual event. Through this process deficiencies can be identified and recommendations or corrective actions can be taken to improve the response of our community to an AS/MCI incident.

Public safety agencies from throughout the region will be participating in the exercise.

The exercise objectives are:

Demonstrate the capability of local public safety personnel and agencies to respond to and recover from an AS-MCI event.

Demonstrate the capability to conduct a rapid situational assessment.

Demonstrate the ability to prioritize and use jurisdictional resources and assets for maximum effectiveness during response operations.

Demonstrate the ability to provide immediate medical assistance to meet the health and medical needs of AS-MCI victims.

Demonstrate procedures for mobilizing mutual aid law enforcement and emergency medical services assets and the ability to track all assets and resources committed to response operations.

Determine the effectiveness of the Boone County EOP to include; the AS-MCI tactical guidance for the public assembly occupancies; AS-MCI procedures at Boone County PSCC; the NKY MCI Management Plan; the “1MCI” dispatch deployment card developed to support EMS; the LE mutual aid Phase system to support LE and the Swift Assisted Victim Extraction (SAVE) system.

Demonstrate the collection and dissemination of information to the public during emergency operations.

We will alert the public concerning the onslaught of emergency equipment responding to the scene prior to the exercise using social media.

We will stage “Exercise in progress” signage along the nearby roadways.

Local media partners have been asked to make the public aware of the exercise to reduce unnecessary panic/alarm.
