Application Form Terms & Conditions

This web site is intended to provide a streamlined method for persons seeking appointment to unclassified (non-merit) positions in the Bevin Administration to submit their application for consideration. If you have questions or encounter issues with the application, please contact us at freshstart@bevintransition.com.

Classified (Merit) Positions Excluded. Kentucky law has created a limited number of unclassified (non-merit) employment positions. The overwhelming number of employment positions with the Commonwealth of Kentucky are within the Classified (Merit) System, administered by the Personnel Cabinet under KRS Chapter 18A. Applications for all employment within the Classified System must be submitted to the Personnel Cabinet, and not via this web site. Your completion of the unclassified (non-merit) employment application set forth below will not result in your consideration for employment within the Merit System.

All Qualified Applicants Welcome. Governor-Elect Bevin desires to attract and select individuals for these non-merit positions who share his conservative values, his unwavering commitment to the best interests of the people, and his willingness to work long hard hours to fulfill public responsibilities. Governor-Elect Bevin realizes that there are highly qualified people registered in both political parties and as independents. Applicants will therefore be reviewed for their qualifications and experience as well as for personal integrity and demonstrated commitment to the policy objectives of the Bevin Administration.

Executive Branch Code of Ethics. The Executive Branch Code of Ethics set forth in KRS Chapter 11A establishes the ethical standards that govern the conduct of all executive branch employees. Governor-Elect Bevin encourages every applicant for employment to thoroughly review the requirements of the Executive Branch Code of Ethics before submitting their application.

Bevin Non-Merit Personnel Advisory Committee. During the period of time preceding Governor-Elect Bevin’s inauguration, this web site is being operated by the Bevin non-merit Personnel Advisory Committee (“Committee”), a group of volunteers selected by Governor-Elect Bevin to assist him in the recruitment and selection of individuals for non-merit employment positions. The Committee was formed in the hope and expectation that an increasing number of individuals will seek appointment to the limited number of non-merit positions. The creation of the Committee reflects Governor-Elect Bevin’s desire that the recruitment and selection process be managed in a professional and effective manner. The members of the Committee serve at the pleasure of Governor-Elect Bevin; the Committee exists and acts solely in accordance with his direction and requests, and the Committee is an extension of the Governor-Elect’s discretionary authority with respect to such appointments. The members of the Committee receive no compensation for their services.

Your Assurances. By completing and submitting this application, you (the “Applicant”) represent and agree:

That you are submitting the application for the purpose of applying for a non-merit position of employment with the Bevin Administration, Commonwealth of Kentucky, and for no other purpose;

That the information set forth on the application is truthful, accurate and complete;

That the statements set forth on the application are made with the intention and expectation of inducing Governor-Elect Bevin to rely on such statements and to give bona fide consideration to the Applicant for a non-merit employment position in the exercise of discretionary authority relating to such appointments;

That any incomplete responses in this application may disqualify or delay consideration of the Applicant’s application;

That I hereby authorize Governor-Elect Bevin and his representatives, including members of the Committee, to make any investigation of my work, personal history, and financial and credit record through any investigative or credit agencies or bureaus of their choice, or through communication with (a) anyone connected with my current employer, if contact with my current employer has been authorized by me in this application, (b) any former supervisor, official or co-worker at my prior employers (c) my neighbors, friends or others with whom I am acquainted, or (d) individual references, schools or other organizations named in my application or resumed, and /or others discovered in the background investigation;

That I hereby authorize all parties referenced in the preceding sentence to release in any manner any and all information which may be pertinent to my employment qualification and which the Governor-Elect or any of its representatives, including members of the Committee, believe to be relevant to making a decision on my application, whether such information is of record or not; and

That I hereby release all persons, employers, agencies, schools or companies from any damages resulting from furnishing such information.
