Governor-Elect Bevin names John Chilton of Louisville State Budget Director


Governor-Elect Matt Bevin has announced the appointment of John E. Chilton, CPA-ABV, CVA as State Budget Director. Chilton brings decades of accounting and financial management expertise to the state’s budget office.

“I am pleased to announce John Chilton as our State Budget Director,” said Governor-Elect Bevin. “He is a man of exceptional character, extensive financial knowledge, and proven leadership experience. The Commonwealth of Kentucky is blessed to have a budget director with John’s abilities and commitment to service.”

“According to the Beshear administration, they are leaving Kentucky burdened with a projected biennial budget shortfall of more than five hundred million dollars. The appointment of a highly qualified budget director, therefore, is of tremendous importance,” Bevin continued. “Much work is needed to get Kentucky’s financial crisis resolved, but I know John is up to the challenge.”

Chilton has more than forty years of experience as a CPA serving large and small private businesses. He is Co-Founder of Mountjoy Chilton Medley LLP (MCM), a regional accounting firm with nearly 300 professionals in Louisville, Lexington, Cincinnati & Jeffersonville. His focus has been on domestic and international income and other taxes, and also on business valuation, business acquisition, disposition and reorganization. He has served as an advisor and expert witness in client legal matters.

Chilton graduated with a B.S. in Accounting with focus in Management Science from the University of Tennessee. His credentials include Certified Public Accountant (CPA), Accredited in Business Valuation (ABV), and Certified Valuation Analyst (CVA).

Chilton served a number of professional and community organizations including American Institute of Certified Public Accountants (AICPA), Kentucky Society of Certified Public Accountants (KyCPA), Leadership Kentucky, and Board of Prodigal Ministries, Inc.

Chilton has received a number of professional accolades including:
• Awarded 2006 Kentucky Society of Certified Public Accountants Outstanding Society Service Award for extraordinary service in connection with 2005 and 2006 Kentucky state tax legislation.
• Awarded 2003 Kentucky Society of Certified Public Accountants Distinguished Public Service Award.
• Received Certificate of Educational Achievement in Business Valuation from the American Institute of Certified Public Accountants.
• Recognized as one of 100 most outstanding tax advisors in the United States by Money Magazine, 1987.

Chilton, 66, resides in Louisville with his spouse Jane. They have a son in the Los Angeles area.
