On Saturday, August 20, at 12:27 am, Newport Police received a call of a possible fatal collision involving a bicyclist on the 11th Street Bridge.
The vehicle involved fled before the officer’s arrived on the scene. Newport Police and the Campbell County Special Investigations Team are working to reconstruct the collision and investigate this incident.
The bicyclist lost her life in the accident.
The Newport Police Department gathered footage from city cameras and, after reviewing it, identified a potential vehicle. Investigators began searching records for cars matching the make and model believed to be involved.
On Thursday, Detectives located a vehicle matching the description with damage consistent with being involved in a collision.
Officers were closing in on the individual suspected of causing the collision, and at 12:50 pm, Mark Phipps, 60, turned himself in at the Newport Police Department and was charged with Manslaughter 2nd degree, Tampering with Physical Evidence, and Leaving the Scene of an accident.
In connection with this case Thomas Jackson Sr., 60, of Covington, was charged with Tampering with Physical Evidence.
