Representative Mike Clines (R-Alexandria) was honored with the Kentucky Academy of Physician Assistants (KAPA) PA Advocate of the Year award at the organization’s 48th Annual CME Symposium on October 21.
“I am deeply grateful to receive this award and am humbled by the recognition from KAPA,” said Clines. “Expanding access to quality, affordable medical care is a priority for me and I appreciate the role PAs play in our healthcare system.”

Representative Clines sponsored House Bill 361 during the 2024 legislative session, legislation aimed at removing barriers for physician assistants seeking licensure in the Commonwealth. The measure provides greater flexibility in the alternate physician requirement in response to the severe physician shortage in the Commonwealth. Additionally, HB 361 removes duplicative continuing medical education requirements, streamlines the process for PAs, and allows them to focus on providing patient care.
“It’s my goal to continue advocating for policies that enhance the efficiency of our healthcare system and improving health outcomes for Kentuckians,” said Clines. “Our healthcare system relies heavily on the support and contributions of physician assistants, and I’m proud to have played a small role in removing outdated, unnecessary hurdles that keep qualified individuals from serving their communities.”
In presenting the award, KAPA President Erin Chalmers added about Clines, “His unwavering commitment to advancing healthcare access and empowering physician assistants has been nothing short of inspiring. He sponsored a critical piece of legislation that has significantly improved PA practice laws, creating a more supportive, efficient, and patient-centered healthcare system. His work has made it possible for PAs to practice more effectively, contributing to better care for Kentuckians, especially in underserved communities.”
